NYS Assembly passes A7406

The NYS Assembly passed A7406, "An act to amend the public health law, in relation to research relating to the health effects of artificial night light." The purpose of this bill is simply to authorize the State Health Department to "engage in and/or support research into the health impacts of artificial night light." The bill does not require such research and therefore has no cost impacts, so there is really no reason it should not be enacted.

In view of the recently reported Israeli research showing greatly elevated incidence of breast cancer among women living in locations with the brightest nighttime lighting, this is an issue that the Legislature really needs to consider.

The matching bill, S7305, has been introduced into the Senate. Please read more to learn how you can help get this bill enacted into law.

Please write to Senator Kemp Hannon, Chair, and urge that S7305 receive prompt consideration by the Health Committee. You may wish to refer to the Israeli research; a link to the Washington Post report about it is on the SELENE website at

Another excellent reference on this subject in this article from Science News:

You can write to Senator Hannon at

Hon. Kemp Hannon
Chair, Senate Health Committee
501 State Capitol Building
Albany, NY 12247

Please send a copy to your own senator; if you need the address, you can check here:

Please also be sure to send a copy to Senator Bruno so that he will understand the importance of bringing this bill to the floor for a vote.

Hon. Joseph L. Bruno
Senate Majority Leader
909 Legislative Office Building
Albany, NY 12247

You can also call these folks, but please keep in mind that because it requires more effort on your part, a letter will be given more weight than a phone call. (Hannon, 518/455-2200; Bruno, 518/455-3191.)
