The most frequent inquiry we receive at SELENE comes from people who have a problem with light shining onto their property, often into their bedroom windows, disrupting their sleep and adversely affecting their use and enjoyment of their property.
While every situation is unique, SELENE has found some common themes that we share with you in this article.
Light Trespass in New York City
SELENE has heard through our contacts that NYC officials receive "many complaints" about light trespass. Although we have been unable to specifically document these complaints, there are avenues for you to follow. You should contact and file a complaint with the NYC Department of Buildings by calling the Citizen Service Center (Dial 311.) The more people that do this, the more likely it will be that the Department will put a policy in place. You should also contact your City Council representatives. Unfortunately, it seems that the legislative branch (City Council) does not communicate with the executive branch (Department Of Buildings) except in very limited circumstances. Make sure to send a copy of your letter to the City Council Speaker: Gifford Miller City Hall New York, NY 10007 New York City does have some regulations covering lighted signs. They are not terribly helpful at this point, but because the Department of Buildings had received quite a few complaints, they ascertained that they were empowered to draw up further regulations (without waiting for City Council) and have begun work on that task.
